  • 1. Introduction

    1.1. These Terms and Conditions (hereinafter - T&C) define the conditions for using the portal https://programari.gov.md/ (hereinafter - Portal) and apply to all its users.

    1.2. The Appointments Portal offers citizens a simple and fast way to access public services through online appointments, eliminating queues and reducing waiting time. The platform brings together all institutions that offer services with prior appointment, both domestically and abroad, and includes a dedicated form for institutions that want to connect to this service.

    1.3. The owner and holder of the Appointments portal is the Public Institution "Electronic Governance Agency" (hereinafter - EGA).

    1.4. These T&C, as well as the content of the Portal are translated from Romanian into versions of other foreign languages. These translations are unofficial and are provided only as convenience translations, so that in case of discrepancies between the Romanian version and foreign translations, the Romanian version prevails.

    1.5. The content of the Portal is the property of EGA, which reserves the right to modify the content and/or structure of the web page, at any time and without prior notice.

  • 2. Applicable regulatory framework

    2.1. These T&C have been developed in accordance with the provisions of the regulatory framework of the Republic of Moldova.

    2.2. Any disputes relating to these T&C or the use of the Portal (contractual or non-contractual) are subject to the jurisdiction of the courts of the Republic of Moldova.

  • 3. Acceptance of T&C

    3.1. By using the Portal functionalities, the user confirms acceptance of the T&C.

    3.2. The user undertakes to access and use the Portal only for purposes permitted by the regulatory framework.

    3.3. Some services offered within the use of the Portal may have their own T&C that may apply - read these T&C carefully before using these services.

    3.4. The user will use the Portal in a manner that does not infringe, restrict or limit the rights of other users.

  • 4. Accessing the Portal

    4.1. The Appointments Portal offers free access without authentication to information about available services, as well as online appointment functionalities for them.

    4.2. Eligibility conditions: to use this Portal (Service), you must have the legal capacity to enter into a binding agreement, according to the legislation of the Republic of Moldova.

    4.3. Creating a user account (if applicable): certain Portal functionalities may require creating a user account. You agree to provide accurate, complete and current information during the registration process and to update this information to keep it that way.

    4.4. Account security: you are solely responsible for maintaining the confidentiality of authentication credentials (password, access keys, etc.) associated with your Account and for all activities that occur under this account. You are required to immediately notify EGA of any unauthorized use of your account.

    4.5. For accessing the Portal, it is recommended to use the latest three versions of the most popular browsers (Chrome, Edge, Safari, Firefox). The Portal can be accessed on both desktop and mobile devices (with iOS, Android, Windows operating systems).
